The Institute of Petroleum Studies Kampala (IPSK) proudly marked a historic milestone with the official installation of Hon. Justice Oscar John Kihika as its first Chancellor. The installation ceremony, held at our Muyenga campus, signified not just the appointment of a ceremonial figurehead, but the beginning of a visionary chapter for the Institute.
Justice Kihika, a respected Judge of the Court of Appeal, brings with him a wealth of legal experience, integrity, and leadership. Over the next five years, he will play a central role in steering IPSK’s strategic direction, promoting academic excellence, and reinforcing our mission to be a leader in energy education and research across the region.
“We look to the Chancellor for vision, wisdom, and the ability to unify diverse perspectives in pursuit of our shared goals,” said IPSK Director, Mr. Patrick Ruharuza. “With Justice Kihika’s guidance, we are confident the Institute will achieve even greater impact—locally, regionally, and globally.”
The role of Chancellor at IPSK is more than symbolic. As Mr. Ruharuza explained, “It requires a statesman—someone who can serve as an ambassador for the institution, embody our values, and inspire both current and future generations.”
In selecting its first Chancellor, the Institute sought a leader whose professional and personal journey aligned with IPSK’s values of excellence, innovation, and service. Justice Kihika’s distinguished career—from State Attorney, to Managing Partner at one of Uganda’s top law firms, to Judge of the Court of Appeal—reflects a deep commitment to national development, ethical leadership, and public service.
“Justice Kihika’s integrity and dedication make him an exceptional choice to lead IPSK through its next phase of growth,” added Mr. Ruharuza.
The installation ceremony featured a solemn thanksgiving Mass presided over by Monsignor Dr. Lawrence Ssemusu, representing His Grace Archbishop Paul Ssemogerere. Lady Justice Deepa Verma administered the oath of allegiance, formally ushering in the Chancellor’s tenure.
In his inaugural address, Justice Kihika reflected on the Institute’s journey and the challenges it has overcome to attain its current status as an accredited tertiary institution.
“As the first Chancellor, I am deeply aware of what it has taken to reach this gratifying moment,” he shared. “I had the privilege of witnessing the Institute’s early struggles and triumphs, having previously served on its Governing Council. This is not just a new chapter for IPSK, but a continuation of my own journey of service to a community that values knowledge, innovation, and national progress.”
Justice Kihika emphasized that the challenges IPSK faces such as shifts in the global energy landscape and the urgent call for sustainable practices, should be seen as opportunities for transformation.
“We are not daunted by these challenges,” he said. “Instead, we embrace them as a chance to evolve, to lead, and to prepare future energy leaders who are not only technically skilled but also ethically grounded.”
The Institute congratulates Chancellor Justice Oscar John Kihika on this prestigious appointment and looks forward to working under his leadership to advance IPSK’s vision of shaping the future of energy in Uganda and beyond.
