Hon. Justice Oscar John Kihika

Hon. Justice Oscar John Kihika is the Chancellor of the Institute of Petroleum Studies – Kampala and a distinguished Ugandan jurist currently serving as a Justice of the Court of Appeal. A seasoned legal practitioner with over thirty years of experience, he practiced law from 1989 to 2022, specialising in commercial work, corporate finance, and refinancing, advising leading international financial institutions and commercial banks operating in Uganda.

Justice Kihika’s career has encompassed private practice, corporate leadership, academia, and professional governance. He advanced to Senior Partner at Byenkya, Kihika & Co. Advocates (1992–2022), following earlier roles as a Legal Assistant in prominent law firms and as Head of Legal/Company Secretary in the corporate sector. He has made notable contributions to legal education as an External Lecturer and Examiner at the Law Development Centre, and to the profession’s leadership as President of the Uganda Law Society (2007–2009) and as a member of the Bar Issues Commission of the International Bar Association.

Beyond the courtroom and boardroom, he has served on various corporate boards and held leadership roles in sports and service organisations, including Rotary and national motorsport and squash associations. A long-standing Member of the IPSK Governing Council (2017–2022), Hon. Justice Kihika brings to the Chancellorship a rare blend of legal excellence, institutional governance experience, and a deep commitment to professional and national development.
