Higher Education Access Certificate – Bridging Course

Overview

In spite of various affirmative actions, access to post-secondary educational opportunities continues to favour the most privileged, usually resulting in regional and gender imbalance in student enrolment to higher institutions of learning (UBOS, 2014). These gaps suggest that despite efforts to widen access, the benefits of tertiary education have yet to fully reach those who have been previously excluded.

The Higher Education Access Certificate Programme is a short intensive course designed to assist students who may not meet the assumed knowledge requirements of a course or who may not be confident with their preparation for university/tertiary studies. The programme assumes that the candidate has some basic knowledge of the subjects at the advanced level education and for which he/she is being bridged. Subjects taught in the programme do not carry any credit towards degree/diploma programmes but successful completion provides entry into the desired programmes at Universities and other Tertiary Institutions. Apart from subject-specific interventions the HEAC programme will focus on building academic skills, such as reading comprehension, writing, or communication in an academic language, in order to prepare students more broadly for academic success at both the secondary and tertiary levels.

Entry requirements

  • Uganda Advanced Certificate of Education with at least two subsidiary passes or its equivalent. At least one of the subsidiary pass shall be from a principal subject. For avoidance of doubt, a holder of the UACE with only one principal pass shall be deemed to meet the admission requirements
  • Vocational Qualifications at level 2 or level 3 of the Uganda Vocational Qualifications Framework.
  • Qualifications equivalent to the Uganda Advanced Certificate of Education (UACE) as shall be determined by the National Council for Higher Education in consultation with the Uganda National Examinations Board.
  • An ordinary certificate from an institution recognized by NCHE.
  • Students whose foreign secondary school qualifications are not considered equivalent to the UACE but permit admission into higher education in the foreign country. Such students shall have passed at least five subjects with a minimum overall grade of C (equivalently a Ugandan grade 5). In addition, foreign students whose studies were not conducted in English shall how proof of proficiency in the English language. The English proficiency centers shall be accredited by NCHE.
  • In addition to the above criteria the applicants or candidates’ competence may be tested through offering selection aptitude tests.
